We have... 9 people with 9 random numbers from 1 to 9. There are 10 fields on the floor with 1 to 9 numbers and a 0 next to the 9. So it's like a phone keypad, but the 0 is under the 9 instead of the #.
The key in this puzzle is the fact that there are ten spaces and 9 persons, resulting in a constant open space. Example 9 steps on 0 and allows 8 to move to 9 and so forth. In the end it is simply a human scaled version of a Slide puzzle.
